Finlay was released quite a while ago (when he booked The Miz to interrupt the national anthem at a house show with a bunch of troops in attendance), so he'll be lucky if he makes the final cut.
Not that Arn Anderson isn't worthy of a spot on his own merits, but it's a rather wasted opportunity to put him in one of the few games in the series that doesn't have Flair on the roster. Most fans only know him through that relationship and I doubt we're going to see Tully Blanchard added to complete that team.
Edit: Just seen these pictures, and don't know if they're readily available as part of the game or examples of things you can make in the create-an-arena mode:

Edit x2: A bit of further digging suggests they are indeed the product of the create-an-arena mode. Hopefully not too hard to recreate yourself.
